Blake G. Powell is the Firm’s founding and managing partner. Blake has represented public school and community college districts in all areas of general education law since 1996. He has extensive experience in administrative trials and appellate practice. Blake is routinely called upon to serve as a hearing officer in administrative matters. He is also a certified Texas Mediator. He serves as Bond Counsel and Special Counsel to public school districts in public finance transactions. Blake is listed in the Bond Buyer’s Municipal Marketplace (Red Book).
